42. A licence holder must not:

(1)  make or accept an offer or a promise of a bribe;

(2)  suggest or commit a dishonest or fraudulent act;

(3)  hold a race or drive in a race in any way other than fairly and honestly;

(4)  fraudulently change or attempt to change the result of a race.
